Costs should be managed throughout all the phases of the project:

• Preliminary phase beginning with the original concept and project definition
• Working out the initial budget to be included in the development programme
• Cost management during the design phase and determination of the final budget
• Cost management during the construction phase
• Finalising the accounts at the end of construction
