The checking of the programming of the development can be done throughout all its phases:

• Preliminary phase beginning with the original concept and project definition,
• Working out the overall plan of the works to be included in the development programme
• Checking the planning and the programming process during the design phase and determining the final planning and programme
• Checking the planning and programme during the construction phase
